Dear OP, I think the source of the problem lies in the thought divide that the US  and Canada are facing now. Let me put it this way. There was a time when these nations believed in democratic values and based their actions on the principles they held dear. In a bi-polar world, the desire for supremacy led to shortcuts and compromises being made, actions were governed by 'realpolitik' and not 'principles'. This dilution of thought for external issues over a period of time became the norm for internal issues also. Collapse of the USSR led to a large section of left academia to re-orient themselves and align with some liberal thought to promote subtle ideologies that would take advantage of the disillusionment faced by a substantial section of population that still believed in the original value system. The rise of Islamic hardliners funded by oil wealth, mixed with the left academia to produce a new set of influential people imbued with this ideology. Over the last 30 years, a complete generation of young Americans and Canadians have grown up, believing these mixed ideologies that have laid out new definitions, new identities and new explanations for past events. Unfortunately, these ideologies have been very one sided to certain sections of the world. 

Now, it is not that all US and Canadians are ignorant of what is right and wrong, I think the problem is that a majority of them view this problem through varied lenses. For e.g. some view it as a liberal issue based on 'Freedom Of Speech', some link it to woke concept of 'looking after the oppressed people of a nation', some take it further to 'righting the wrong done by a historical social order' etc. Of course, there are lots who could not care less also. Whatever the reason, the point is the majority of them are negative to the sensibilities of the other nation. Since, the people do not care, the govt looks the other way. Bharat has been historically casual in putting its POV on the issue to the Govts of these nations. Also, our diaspora, in these nations. that includes a lot of my relatives too, have been very timid when it comes to defending the misconceptions prevalent about their identity. Most of them still believe that the original ideals that shaped these nations still govern the decision making in these countries. Some are just quiet as they struggle to find success in these societies.

The bottom line remains that a nation that is not economically, technologically and militarily strong carries no influence in the world order. Bharat is on its way, but still has some time before it can coerce these nations to its will. In the meantime, all Bharat can do is make our case strong and keep the pressure up to get at least some response.... and of course, try and solve the problem on its own !!

If Americans do it, its lapdogs will follow suit. They might arrest the likes of Pannun and put them in cold storage themselves. India might be negotiating this with them now.
